As noted, the Swedish civil defense parka is not actually a piece of equipment that would have been used by any of the three main service branches of the Swedish armed forces. Instead, these parkas would have been used by citizens during civil defense emergencies. During the 20th century, civil defense programs became more and more widespread. With the threat of nuclear war growing, many nations began building civil defense programs that involved principles typically found in emergency operations (prevention, mitigation, preparation, response, evacuation and recovery) to protect ordinary citizens from military attacks, and later, non-military emergencies and disasters. These parkas are just one of the many components that went into Sweden's civil defense program, or what they call totalförsvar.

The Swedish civil defense parka is a winter weather parka that consists of two layers. The outer layer is characterized by powder blue shell that is constructed from a cotton/polyester blend and serves as a buffer for the elements. This outer layer boasts a number of features that include a button-up front, button-adjustable cuffs and an interior drawstring at the waist. Additionally, there are two oversized, button-flap storage pockets that provide a wealth of space of just about anything you could dream of carrying on your person. The inner layer is a synthetic liner that is buttoned into the outer shell and designed to provide warmth. Together, the two layers provide for a heavyweight parka that is truly capable of providing real warmth.
