These jackets were originally designed by ADS, Inc. and used by members of the U.S. Armed Forces, especially those serving in the U.S. Army. These jackets serve as a singular component of the Gen III Extended Climate Warfighter Clothing System (3G ECWCS), which is a radical redesign of the original Extended Cold Weather Clothing System (ECWCS) developed by the U.S. Army Natick Soldier Research, Development and Engineering Center to provide protection to U.S. soldiers from a range of extreme combat environments.

The new Gen III ECWCS is a complete clothing system that features seven different levels of protection to provide defense from environmental conditions that range from -40 degrees Fahrenheit to 60 degrees Fahrenheit. The new system is lighter and less bulky while providing improved sizing and innovative technology. The USGI ECWCS Gore-Tex® jacket is part of the sixth level of protection and is classified as an extreme wet/cold weather jacket to be used as a hard-shell layer.
