This is the US Army's MOLLE II bandoleer ammunition pouch, a shoulder-slung carrier that holds six rifle magazines without a vest, plate carrier or belt. Soldiers used it to carry a resupply load or extra ammunition over whatever kit they already had on. It is the same design today for range days, training, and anyone who wants spare magazines on the body in seconds.
