This is a US military issue fire resistant balaclava: a close-fitting knit hood that covers the head, ears, neck and lower face, leaving the eyes clear. It goes under a helmet or jacket collar to cover skin that other kit leaves exposed to heat, flame and cold wind. A long bib drapes over the shoulders and chest, so the neck stays covered when you turn your head or raise your arms.
