This is the US Army MOLLE II Holster/Leg Extender, a webbing panel that drops a holster or pouch from your belt or vest down onto the thigh. Riding lower keeps a sidearm clear of body armor, plate carriers and bulky gear around the waist, where a belt holster can be hard to reach. • PALS Webbing Front — Horizontal rows of nylon loops run down the face, so any MOLLE-compatible holster or pouch can weave on at the height you want.
• MOLLE Mounting Straps — Two webbing straps on the back thread through a belt or vest and close with snaps to hold the panel in place.
• Adjustable Thigh Strap — A webbing leg strap with a side-release buckle wraps the thigh and keeps the panel from swinging as you move.
• Side-Release Buckle — The polymer buckle lets you take the leg strap on and off without unthreading anything.

The label inside reads MOLLE II Holster/Leg Extender, the Army's nomenclature for this piece within the MOLLE II load-carrying system. MOLLE stands for Modular Lightweight Load-carrying Equipment, the webbing standard that lets pouches, holsters and panels swap between belts, vests and packs.
