This is the long-sleeve shirt from the US Navy's Winter Working Blues, the cool-weather working uniform sailors nicknamed the Johnny Cash because the navy blue is dark enough to read as black. It was worn for daily duty through the winter months with black trousers, a black belt and a combination cap or black garrison cap. Issue Specification

The shirt was part of the Navy's Winter Working Blues system, the cool-weather counterpart to the summer working uniform.
